A toilet network was used by employees of the Ministry of Magic to enter the Ministry headquarters in London during Lord Voldemort's control of the Ministry rather than using the Floo Network. It is possible that the toilet network was in fact an entrance to the Ministry even before Voldemort had power.
It should be noted that the toilet network, whilst having to stand in the toilet bowl to gain access, the witch or wizard's feet would not be saturated by the water inside and they would remain perfectly dry throughout the transport process.
To access the toilet cubicle, ministry employees had to insert magical coins.
This network was used by Harry Potter, Hermione Granger, and Ron Weasley during the Infiltration of the Ministry of Magic in 1997 to retrieve Salazar Slytherin's Locket from Dolores Umbridge.
