The Werewolf Register was created by Newt Scamander in 1947. The Register is a list of all known werewolves in Great Britain, and is controlled and maintained by the Werewolf Registry sub-department of the Department for the Regulation and Control of Magical Creatures. It is unknown what happens to those who refuse to register and discovered later.
