Harry Potter: "Hagrid's always wanted a dragon, he told me so the first time I ever met him."
Ron Weasley: "But it's against out laws. Dragon breeding was outlawed by the Warlocks' Convention of 1709, everyone knows that. It's hard to stop Muggles from noticing us if we're keeping dragons in the back garden — anyway, you can't tame dragons, it's dangerous."

The Warlocks' Convention of 1709 was an official event in the history of the wizard community, taking place in 1709.[1]

History[]

During the convention, the participants outlawed dragon breeding, not only because dragons could not be tamed, but because wizards with pet dragons would be easily detected by Muggles. The decision was accepted as law, which was still in force two-hundred and eighty-three years later; much to the chagrin of Rubeus Hagrid, who would have liked to have a pet dragon.[1]

By the 20th century, the convention and its outlaw on dragon breeding was common wizarding knowledge.[1]

During the 1990–1991 school year at Hogwarts School of Witchcraft and Wizardry, seventh-year History of Magic students were taught about this convention by Professor Binns.[2]

During the 1991–1992 school year, Ron Weasley informed his friend Harry Potter about the convention, when discussing how Rubeus Hagrid wanted to keep a pet dragon.[1]
