It's fine to use our policies as the general basis for your own; to be truthful, I assembled it from the policies of several other wikis that I work on :P
As for attribution, I'd say that's up to you. I suppose, technically, under the GNU license agreement (or whatever it is now) that attribution should be provided, but I don't really think its necessary since stuff like policies are (or should be) common sense and you'll probably find variations of the same general ideas Wikia-wide. If it was actual article content, I would definitely say that attribution should be applied, but in this case, I'm not sure.
