As to which articles need a vote to change the main infobox image, it is an mostly a question of controversy and precedent. There has not been any previous vote, and you seem to be the only one objecting on the ground that there hasn't been a vote. Fleur has not been deemed significant enough to hold a vote on. All day you have been taking down the BRAND NEW Fleur Delacour photo saying its needs to be disscused and voted on (npbody wants the old image when a new image from the new movie is available). I have no idea why you want the old Goblet of Fire pic there so badly. If a Wiki administrator does not approve then let them take it down but that picture should have been kept and I belive you are very wrong, and need something else to focus on besides taking that down all day.
