This individual was a Death Eater, who was present at a meeting in Malfoy Manor. He was sitting in front of Amycus Carrow during the meeting. When Lord Voldemort asked one of his followers to hand over his wand, he remains silent and alized his goatee.
He presumably took part in the Battle of Hogwarts where he most likely was killed or sent to Azkaban following Lord Voldemort's downfall. It's also possible that he was one of the Death Eaters who fled once Harry Potter was revealed to be alive.
