This individual was a Ministry of Magic Official. On 2 September, 1997, he passed by Harry Potter (disguised as Albert Runcorn) while under his Invisibility Cloak on Level One of the Ministry of Magic. The wizard was murmuring instructions to a floating quill scribbling on a trail of parchment.[2]
