This individual (fl. 1997) was a wizard who was visiting the Ministry of Magic during the Infiltration of the Ministry of Magic, on 2 September, 1997. He wore a black cloak and hat, and had a big white curled moustache. He was rudely pushed aside by Yaxley who was preventing Harry Potter, Ronald Weasley and Hermione Granger to leave the Ministry.[1]
