This man was a Wizard who worked as a Wizengamot member in the 1990s. He is present during the day of Harry Potter's hearing and was possibly chose in the voting in "favour of conviction".

- He is portrayed by Neil Findlater in the fifth film who also played a Wizard Teacher in The Half-Blood Prince and a Death Eater in the Deathly Hallows: Part 1.
