The Muggle Conspiracy[1] was a book by Sinistra Lowe which presumably contained propaganda supporting discrimination against Muggle-born witches and wizards. Dolores Umbridge kept a copy in her desk in her office at the Ministry of Magic in 1997 while she was Head of the Muggle-Born Registration Commission and possibly during her whole time as Senior Undersecretary to the Minister for Magic.
