I think this woman was most likely Alecto. Her description in DH1 ("A broad, hunched woman with pointed teeth cackled") matches Alecto's: "sloping-shouldered" (DH29), "hunched" (DH30), and with a tendency to titter (HBP27), giggle (HBP27), and cackle (DH29). "Hunched" and "cackle" are rather specific words. If JKR had instead written "the greasy-haired, hook-nosed man gave a sneer," I wouldn't interpret it as referring someone other than Snape. In addition, Alecto and Bellatrix are the only female Death Eaters we know, and it would seem kind of superfluous to introduce a third only in passing. Still, since the hunched woman in DH1 isn't specifically identified as Alecto, I'm fine with keeping this article. Starstuff (Owl me!) 15:20, 24 July 2009 (UTC)
I also think it's telling that the hunched woman cackles right after Voldemort introduces his hostage as Charity Burbage. Alecto would replace Charity as the Muggle Studies professor at Hogwarts, so maybe she was gloating. Starstuff (Owl me!) 15:42, 24 July 2009 (UTC)

I do not agree with Starstuff. And actually Starstuff is wrong at one point, we know five female Death Eaters. I think she is Alecto Carrow. Here is my reason:

Next to Allecto Carrow, the dark and the white haired female Death Eaters there is also a fourth female Death Eater present at the meeting in the Movie Deathly Hallows Part 1.
