It's just one of the random lines spoken by a student on the Hogwarts Express on the way to school, iirc. Or maybe on the first day there. In that case, I say, let's go ahead and ditch the stuff about being a subject. In fact, I'm just going to go ahead and do it, I don't see that we even need to wait for a vote.
