Junior Minister?

What does the term "junior minister" of a department mean for Ministry of Magic? Is it the same thing as Head of the Department? Fudge was junior minister in this department before becoming Minister of Magic. I was going to ask the same thing and saw that it was already asked a year ago but never answered, soooo anyone? "Accidental Magic Reversal Squad" and "Obliviator Headquarters" are maybe a single division. Arthur Weasley presents an Obliviator as a member of the Accidental Magic Reversal Squad.
