In British English, chilli normally refers to chilli peppers, rather than the dish chilli con carne, so the beans are probably "chilli pepper" flavoured (i.e. basically just spicy). The wording of the Squabbs Syndrome page too, "plenty of chilli and pepper" sounds like an ingredient list, stating an amount ("plenty") rather than a countable quantity (i.e. not "peppers").
