Section 3A was part of a more extensive wizarding law, possibly the International Statute of Wizarding Secrecy, that prohibited witches and wizards from using magic within sight of Muggles/No-Majs.[1]

In 1926, Tina Goldstein took Newt Scamander into custody, stating that he had violated the law Section 3A belonged to by using magic in front of No-Maj Jacob Kowalski without wiping his memory.[1]
