In the late 1990s, the Ministry of Magic was planning to set up a Secret Messaging Service (SMS).

The Ministry needed the best owls to set up this service, so, there were owl recruitment adverts asking for people who had Grade 1 owls to attend the recruitment meeting at Woodside Arboretum.^[1]
