This letter was written by Quirinus Quirrell/Lord Voldemort to Albus Dumbledore on the 4 June, 1992 and was made to look like it came from the Ministry of Magic. It was about a pressuring bussiness that required his immediate appearance at the Ministry. Halfway to the Ministry, Dumbledore however sensed that this was fake and only to get him away from Hogwarts and immediately returned.
