Mr. Prentice was a Muggle neighbour of the Dursleys. In 1995, he was out in the neighbourhood when Arabella Figg escorted Harry Potter and Dudley Dursley home after their encounter with the Dementors. He was using his lawn mower in 1997 and was shocked when Harry Potter yelled.
