This pair of kitchen scissors belonged to Petunia Dursley for at least 1991 or years before that. Petunia tried cutting all of Harry Potter's hair but his bangs, which she said was to "hide that horrible scar", but failed, because the very next morning, he woke to find his hair regrown to as it always was: untidy and messy. He got two weeks in his cupboard for this.[1]
