A Penny Farthing (properly spelt penny-farthing) was an early type of bicycle, used primarily in the late 19th century, which featured a large front wheel (the "penny") and a much smaller rear wheel (the "farthing").
The second question on the first W.O.M.B.A.T. asked to which Ministry of Magic department, if any, one would report a friend who owned — but never rode — a Muggle Penny Farthing enchanted by her grandmother to "skim an inch above the ground" and "[achieve] speeds of over 100mph." The correct answer to this question was presumably "none of the above", as a law existed to legalise the ownership of otherwise illegal enchanted objects so long as they were not used.
