Penelope Clearwater was a Ravenclaw prefect and Percy Weasley's former girlfriend. She was petrified in Chamber of Secrets by the basilisk on May 8, 1993 that was set loose by Ginny Weasley while under the influence of Tom Riddle's Horcrux diary. She had 'long curly hair'.

She appears to be a serious Quidditch Fan, having sppreciated Harry's broom greatly, and betting on the outcome of the Ravenclaw, Gryffindor Match with Percy.

In the Odyssey Penelope was the wife of Odysseus. The poetic sense of the name is a faithful, clever, woman. Particulary a wife.
