Mr Payne was a Muggle who ran one of the campsites close to the place the Quidditch World Cup was held in 1994. The Diggory family stayed on Mr Payne's site, while Harry Potter, Hermione Granger, and the Weasleys stayed on the adjacent campground owned by Mr Roberts.
