Otto Bagman was a wizard and brother of Ludo Bagman. He got into trouble with a magical lawnmower, a Muggle artefact. Arthur Weasley helped him sort out the problem, and and as thanks, his brother Ludo provided the Weasley family with tickets to the 1994 Quidditch World Cup final.[2]

"Otto" is a later German form of Audo or Odo, originally a short form of various names beginning with the Germanic element od meaning "wealth, fortune".
