Ninette Finch is the actress who portrayed a Muggle at the Millennium Bridge collapse in the film adaptation of Harry Potter and the Half-Blood Prince. She was cast as Augusta Longbottom in the second film adaptation of Harry Potter and the Deathly Hallows, but she was cut from the main storyline final version of the film^[2], however it is possible that she appeared in the background.
