"Muggle-lover" is a disparaging term for a wizard or witch who holds no prejudice against Muggles or Muggle-borns[1]. The more commonly-used term for such an individual is "blood traitor". Such terms are used by elitist pure-bloods who believe that Muggles are greatly inferior to themselves and somehow dirty.
Draco Malfoy used the term in 1995, shortly after Lord Voldemort's return and the murder of Cedric Diggory. He told Harry Potter that those like Harry's best friends, "Mudblood" Hermione Granger and "Muggle-lover" Ron Weasley, would be the Dark Lord's first targets. He then added that Cedric had been Voldemort's first victim, and was cursed simultaneously by Harry, Ron, Hermione, and Fred and George Weasley.[1] Albus Dumbledore is another example of a "Muggle-lover".
