The Ministry of Magic Official Guidelines No. 34 was a set of Ministerial standards and instructions issued under the Death Eater regime, in 1997.
These guidelines, as referred to in the Decree No.180L5 of November 1975, were issued by the Muggle-Born Registration Commission (headed by Dolores Umbridge), and were the basis of the Mudbloods and the Dangers They Pose to a Peaceful Pure-Blood Society propaganda distributed by the Ministry all over wizarding Britain.[1]
