A Ministerial Decree is a formal authoritative order with the force of law issued by the Ministry of Magic.
There were at least two anti-Muggle-born Ministerial Decrees passed during the Death Eater regime over the Ministry in 1997—1998. Copies of these decrees were distributed by the Ministry of Magic with their Mudbloods and the Dangers They Pose to a Peaceful Pure-Blood Society propaganda.[1]
