Mafalda Hopkirk is a diminutive witch who works in the Improper Use of Magic Office at the Ministry of Magic. It was she who sent notice to Harry Potter regarding his alleged illegal use of a Hover Charm at 4 Privet Drive, in 1992. Again, in 1995, she sent multiple notices to Harry expelling him from Hogwarts School of Witchcraft and Wizardry after his use of Patronus Charm.
In 1997, Hopkirk still worked for the Ministry under the new Death Eater regime. She assisted Dolores Umbridge with the registration and persecution of Muggle-Borns. Hermione Granger disguised herself as Hopkirk through the use of Polyjuice Potion in order to infiltrate the Ministry during this time.
