When it came to repaying his debt, Bagman gave the goblins Leprechaun gold, which would disappear after a few hours. As such, the goblins were furious, and tracked him down during the 422nd Quidditch World Cup in 1994, and stripped him of everything he had on him, most of which came from his recent gambling winnings.
Eventually, the group of creditors calculated that even with all the money they got from Bagman, it was still not enough to pay off the debt completely, and they tracked him down again in Hogwarts for further payment. However, as Bagman lost all his money gambling, he could not pay them. As such, the goblins kept a close watch on Bagman so he could not escape them.
When Harry Potter's name came out of the Goblet of Fire and becoming the fourth champion of the Triwizard Tournament, Bagman made a double-or-nothing bet against the goblins: the Head of the Department of Magical Games and Sports gambled for Harry's victory in the tournament.
Eventually, Harry did win the tournament in the third task, but was also tied with Cedric Diggory for both of them touching the Triwizard Cup at the same time, and since both their scores were equal, it was a double victory. The goblin creditors took this into account, saying that Harry did not win, but instead tied with Diggory, which went against Bagman's bet for Harry's sole victory. Therefore, Bagman lost and his debt greatly increased.
However, right after this loss, Bagman immediately fled. It is unknown if the goblins ever caught Bagman, but due to this cheat, the general goblin population has their already strained trust towards wizards even more damaged, which influenced their decision of not willing to participate in the Second Wizarding War.
Personality and Traits
The group of goblins are typical for their race: they hold debts and repayment to the highest order, and tracked down Bagman and took everything he had for the money they loaned him. However, they do like to gamble, and was willing to bet with Bagman for his marker, in the hopes of winning more money. Just like Bagman, they can turn very nasty in gambling, using clever loopholes to prevent Bagman from winning, saying that since the results are not specifically what the man wagered, he did not win. They also lost their trust in humans when he fled from this final loss.
