Pieces of legislation regarding animal cruelty werentreated by the Ministry of Magic at some point prior to the 1990s. This legislation gradually outlawed violence towards animals that, like newts and toads, had use in a wizard's everyday life for things like obtaining potion ingredients (sub-sections 13-29 inclusive relate to potion ingredients and their production) and practising charms.

Toads lost their popularity as pets at Hogwarts School of Witchcraft and Wizardry after the introduction of this legislation, as they were never much appreciated for their own personal appeal.[1]
