The Labour Party is one of the major political parties of the Muggle government in the United Kingdom. Sometime prior to July of 1996, Gordon Brown, a Labour Party member and then-Chancellor of the Exchequer, took major steps to attract the British business community towards the party's goals. Mark Constantine feared that Alistair Darling's proposed changes to the capital gains tax would alienate the business community, thus undoing this boon for the party.
