The Hogwarts High Inquisitor is a teacher appointed by the Ministry of Magic to make sure that unsatisfactory teachers are removed from Hogwarts School of Witchcraft and Wizardry and to ensure that any Educational Decrees set by the Ministry are followed. The High Inquisitor's position is formed under Educational Decree Number Twenty-Three.
Known High Inquisitors
Dolores Umbridge is the first and only known High Inquisitor of Hogwarts, she was appointed after the Ministry of Magic believed headmaster Albus Dumbledore was slipping in keeping together order and preventing "lies" being spread about Lord Voldemort returning. In truth, the position only came to be due to Minister Fudge being paranoid of Dumbledore attempting to take over the Ministry, and assigned Umbridge to keep an eye on the situation.
The Inquisitorial Squad
The Inquisitorial Squad was like the High Inquisitor's Prefects. They were given the power to take away and add house points, even from other Prefects. These individuals were a hand-picked group of students that were chosen by the High Inquisitor because of their support of the Ministry. They wore small silver badges with an "I" on it to show membership. All of which belonged to the house of Slytherin and are known enemies of Harry Potter and his friends.

End of the High Inquisitor's Reign
Dolores Umbridge, the first and only Hogwarts High Inquisitor, was removed from her post following the Battle of the Department of Mysteries. Disputed facts are that she resigned from her position due to rampaging centaurs in the Forbidden Forest.
Umbridge had been lured there, thinking a weapon had been built by Dumbledore's Army was there. Hermione Granger had been the one who came up with the plan, if only to save Harry Potter from Umbridge's Cruciatus Curse.
Skirmish in the Forbidden Forest

Dolores Umbridge was fooled into believing that Dumbledore had asked Hermione Granger and Harry Potter to build some sort of weapon and hide it within the Forbidden Forest. When looking for this weapon with Harry and Hermione as hostages Umbridge stumbled onto Centaur land and a dispute between Umbridge and a tribe of centaurs broke out. The centaur tribe that had ditched Firenze after he was appointed Divination teacher by Albus Dumbledore had found Harry Potter, Hermione Granger, and Umbridge walking deep into the forest. They surrounded and imprisoned the three, but with the help of Grawp Harry and Hermione escaped them, under the circumstances that they were still "children". Umbridge however was kidnapped by the Centaurs and was later rescued by Albus Dumbledore.
Aftermath
After the Ministry was forced to accept that Voldemort had returned, Educational Decree Number 23 was abolished, along with the position of High Inquisitor, as Umbridge was removed from Hogwarts.
