The Guidelines for the Treatment of Non-Wizard Part-Humans were a set of rules and regulations governing the treatment of those magical beings who were considered to not even be human. Given generally negative wizarding attitudes towards half-breeds (such as vampires and hags), the guidelines may have been an attempt to stop discrimination and prejudice against them. Paragraph Twelve dealt with the treatment of vampires, and prohibited them from being killed arbitrarily. Percy Weasley referenced this when criticising Rita Skeeter's calls for the British Ministry of Magic to kill vampires in 1994.[1]

It is unknown when these Guidelines were written, as in the 1880s, a special group from the Department for the Regulation and Control of Magical Creatures killed the vampire Herbert Varney for preying upon women in London.[2]
