The Grand Council was an internal organisation of the Order of Air Voyagers for Intrepid Wizards that certified new memberships and, as such, printed their mark on every associate's certificate.

Gilderoy Lockhart's certificate of the Order was lacking this mark, and was signed by himself instead of by the Registrar, further attesting the forgery of the document.
