According to Quidditch Through the Ages, the early Quidditch goals were barrels, then replaced by baskets on stilts. The lack of regulation on the baskets made cheating easier (setting fire to them, putting tiny baskets for the visiting team and enormous ones for the home team), leading to the induction of fixed-size hoops in 1883.
Upon first seeing these, Harry Potter compared them to Muggle bubble wands.

In Harry Potter and the Deathly Hallows: Part 2, giants can be seen swinging goal posts in the battle in the Entrance Courtyard. It is most likely that after the Death Eaters burnt down the Hogwarts Quidditch pitch the giants got to take control of it.
