Description	A meeting among the spirits of Hogwarts to decide matters concerning them.

We held a ghost's council — the Fat Friar was all for giving him the chance — but most wisely, in my opinion, the Bloody Baron put his foot down."

A ghost's council is a meeting held by the ghosts at Hogwarts School of Witchcraft and Wizardry to vote upon matters concerning them. At the very least the house ghosts have a say in these matters; whether other ghosts at Hogwarts such as Moaning Myrtle or Cuthbert Binns attend and can vote is unknown.

One particular council was held on 1 September, 1994 to decide whether Peeves would be allowed to attend the Start-of-Term Feast later that night. The Fat Friar approved of the idea, but the Bloody Baron "put his foot down" and declined the motion. In retaliation, Peeves attacked the Hogwarts kitchens, frightening the house-elves and almost delaying the feast.
