I think there should be a policy related to stubs. I have seen articles being marked as stubs, just because they are short articles. A stub in an article with missing information. If an article is a one—liner, it is not necesarily a stub. If only one line of text is known about the subject, then it isnt a stub. A stub is usually meant to be an article missing information, not one that is short (so, I agree with you). -- DarkJedi613 (Talk) 00:51, December 20, 2009 (UTC)
"Stub" should refer to an incomplete article. If an article is two sentences long, but that's all the information that's available on the subject, then it isn't a stub. Adding a stub tag to such an article will clog up Category:Stubs and make it difficult to tell which articles actually can and need to be expanded. Starstuff (Owl me!) 04:49, December 20, 2009 (UTC)
