Basically, you can't. Only admins and bureaucrats have the power to delete a page. If you feel a page should be deleted, then tag it with the {{delete}} template, giving your reasons. Then, head over to Category talk:Candidates for deletion and list it there, or post a comment on an Administrator's talk page.
