I thought Ginny Weasley was the heir of Slytherin.I am apparrently wrong.

If Ginny Weasley obtained Tom Riddle's diary,why didn't that mean she's the heir of Slytherin?

If Ginny Weasley did recieve the diary,and if Voldemort put part of himself in the diary,Why wouldn't Ginny obtain the power to open the Chamber of Secrets?

When Ginny was shopping for school supplies,she had a cauldron that she was putting her school books in.Lucius Malfoy tossed Tom's diary in the cauldron.Why did Lucius Malfoy give it to Ginny?Why not someone like Hermione?

In Moaning Myrtle's bathroom,The faucett that has a snake engraved into it is the entrance to the Chamber of Secrets.Does anything in Parseltounge grant accsess to the chamber?

You do not need to be a Parseltounge to open the chamber,but you need to speak parseltounge? Ron copied parseltounge Harry was speaking to open the chamber when he and Hermione need basilisk venom to destroy a Horcrux.

Your first question, the heir of Slytherin is someone directly decended from him, as Ginny was not, and recieving a diary wouldn't make her so, she is not the heir of Slytherin.
