The grandmother of Fleur and Gabrielle Delacour was a Veela. She married a wizard, and they had a daughter, Apolline. When it came time for her granddaughter, Fleur, to have her first wand, she donated some of her hair to serve as the wand's core.

Her name might be Isabelle because her granddaughter Fleur's middle name is Isabelle and Rowling has some sort of "passion" for naming her characters after a relative of them for example: William Arthur Weasley is named Arthur after his father, Ginevra Molly Potter née Weasley is named Molly after her mother, Ted Remus Lupin is named Ted after his maternal grandfather and Remus after his father, and Ronald Bilius Weasley is named Bilius after his uncle.
It could also be Fleur because that's her oldest granddaughter's name or Gabrielle because that's her youngest granddaughter's name. Her daughter Apolline might have named one of her daughters after her mother. It can also be Dominique because that's the name of her youngest great-grandaughter. Fleur and her grandmother seem to be close as we know that she donated some of her hairs for Fleur's first wand and it is a possibility Fleur named her daughter in honour of her.
