— The Decree[src]

The Educational Decree Number Twenty-Six was the second Educational Decree created by Dolores Umbridge in her capacity of Hogwarts High Inquisitor. [1] It gave supreme authority over all punishments to the High Inquisitor. [1]

History

Creation

The Educational Decree Number Twenty-Six was passed by Minister Cornelius Fudge on November 2 1995 to give Dolores Umbridge more authority over the punishments than the rest of the staff, including Albus Dumbledore, the Headmaster. It was made in response to Dumbledore and McGonagall's decision to reform the Gryffindor Quidditch team after the Educational Decree Number Twenty-Four was passed, despite Umbridge strongly disaproved of it. [1]

Reaction

Umbridge used this Decree to remove Harry Potter and Fred and George Weasley from the Gryffindor Quidditch team when they fought with Draco Malfoy, after he had insulted their mothers. Many Gryffindors became disconsolate and angry with Umbridge's action. [1]

Abolishment

The decree was abolished after Dolores Umbridge's suspension from her post of High Inquisitor and Albus Dumbledore return to his post of Headmaster following the Battle of the Department of Mysteries, in the summer of 1996.
