Although never actually passed, the Educational Decree Number Twenty-Nine was going to be one of Dolores Umbridge's Educational Decrees. When passed, this Decree would give Argus Filch the powers to physically punish the students However, Dolores Umbridge was sacked and her Educational Decrees were abolished before she had time to do this.
