Although never actually passed, the Educational Decree Number Twenty-Nine was going to be one of Dolores Umbridge's Educational Decrees. [1] When passed, this Decree would allow Argus Filch to physically punish the students.[1] However, Dolores Umbridge was sacked and her Educational Decrees were abolished before this came to pass. Filch was nevertheless granted Approval for Whipping.
Behind the scenes
The non-canonical Educational Decree Number Twenty-Nine featured in the film adaptation of Harry Potter and the Order of the Phoenix gave the High Inquisitor the power to review extracurricular activities.
