Although never actually passed, the Educational Decree Number Twenty-Nine was going to be one of Dolores Umbridge's Educational Decrees.[1] When passed, this Decree would allow Argus Filch to physically punish the students.[1] However, Dolores Umbridge was sacked and her Educational Decrees were abolished before this came to pass. Filch was nevertheless granted Approval for Whipping.
