The Educational Decree Number Twenty-Five was one of the Educational Decrees passed by Dolores Umbridge, then-Hogwarts High Inquisitor. This Educational Decree forbade all students to fly on their broomsticks, the only exception being during sanctioned Quidditch practices. [1]
