The Educational Decree Number Twenty-Five was one of the Educational Decrees passed by Dolores Umbridge, then-Hogwarts High Inquisitor. This Educational Decree forbade all students to fly on their broomsticks, the only exception being during sanctioned Quidditch practises.[1]
Behind the scenes[]
- As the numbering for this Educational Decree is not consistent with the numbering established in Harry Potter and the Order of the Phoenix, it cannot be considered canonical.
- A later such non-canonical decree cancelled Quidditch matches entirely and required students to turn in their broomsticks to the High Inquisitor for "safe keeping".
