- "The High Inquisitor will henceforth have supreme authority over all punishments, sanctions and removal of privileges pertaining to the students of Hogwarts, and the power to alter such punishments, sanctions and removals of privileges as may have been placed by other staff members."
- — The Decree[src]
The Educational Decree Number Twenty-Five was one of the Educational Decrees created by Cornelius Fudge.[1] It gave supreme authority over all punishments to the Hogwarts High Inquisitor.[1]
History
Creation
The Educational Decree Number Twenty-Five was passed by Minister for Magic Cornelius Fudge on 2 November 1995 to give Dolores Umbridge more authority over the punishments than the rest of the staff, including Albus Dumbledore, the Headmaster. It was made in response to Dumbledore and McGonagall's decision to reform the Gryffindor Quidditch team after the Educational Decree Number Twenty-Four was passed, despite Umbridge strongly disapproved of it.[1]
Reaction
Umbridge used this Decree to remove Harry Potter and Fred and George Weasley from the Gryffindor Quidditch team when they fought with Draco Malfoy, after he had insulted their mothers (although their bans were lifted right after Umbridge was removed from Hogwarts). Many Gryffindors became disconsolate and angry with Umbridge's action.[1]
Abolishment
The decree was abolished after Dolores Umbridge's suspension from her post of High Inquisitor and Albus Dumbledore return to his post of Headmaster following the Battle of the Department of Mysteries, in the summer of 1996.
