The Educational Decree Number Twelve was one of the Educational Decrees passed in the summer of 1995 by Dolores Umbridge, before the post of Hogwarts High Inquisitor was created. This Educational Decree was a precursor to Educational Decree Number Twenty-Two and Number Twenty-Three.[1]
