A dragon dealer is, presumably, a title given to a wizard who illegally deals out Dragons. They were mentioned by Rubeus Hagrid in 1992 when he suspected that Quirinus Quirrell (in disguise) was a dragon dealer when he was given a Norwegian Ridgeback egg. It is very possible to be sent to Azkaban as it falls under Class A Non-Tradeable Materials.
