The stalls were created in 1996, on the streets of Diagon Alley when many wizards and witches try to take advantage of the fear created by Voldemort's return. They set up stalls selling amulets and other objects, which (according to them) protect the wearer against werewolves, Dementors, and Inferi. These "dark magic protection" objects, however, were often completely useless or even harmful. An office called the Office for the Detection and Confiscation of Counterfeit Defensive Spells and Protective Objects had to be created to deal with such offences.
